Add a .active-incident--maintenance CSS class to maintenance msg

To CSS style the incident messages on the Dashboards the major and minor boxes have .active-incident--major and .active-incident--minor classes respectivly.

The maintenance messages have no class.

This makes them difficult to rebrand and style.
