Add Terraform and Pulumi support for simple groups

The Checkly Groups Makeover feature request has been marked as completed, but we still need Terraform and Pulumi support.

This would allow Terraform and Pulumi users to configure groups with group overrides disabled. Currently, we can configure this via the web app UI, API, and the Checkly CLI, but we need to add support for Terraform and Pulumi.
