Allow tcp checks to differentiate between failures

I’d like to be able to assert that a TCP check I have fails because the connection timed out or was rejected rather than failing because it was unable to resolve a URL. I can work around this right now with a multistep check that asserts on the error but I’d prefer to just use TCP checks if I can!
