CLI: Ability to deploy/destroy individual checks and check groups

Currently it is possible to do the following:

npx checkly test someSpecName

This is great, but it is currently not possible to deploy/destroy individual checks / check groups without juggling multiple configs.

For teams that have multiple check groups in a given repo or have an individual check they want to update on the fly this is currently not possible without potentially overwriting and destroying unrelated checks.
