Listing/alerting on flip-flopping checks

We have a number of our checks configured to only alert if they fail 4 times in a row. In some cases, a check may be failing every other request.

It would be useful to be able to view a list of "flaky" checks in the dashboard, and perhaps even alert if a Check fails a certain percentage of failures over a period of time.
