Option to disable "fail at" hard capped 30s

Currently, all API checks are hard capped at a timeout of 30 seconds, this means the “Fail at” threshold has a maximum value of 30 seconds.

Our team wants to be able to disable this "Fail at max 30s" for certain API checks, since they have a cold-start feature in our testing environment, and we don't want to be alerted when this is the reason the test fails.
