Option to disable mute feature

Recently we had an issue that one of our user muted an alert while working on something and forgot to unmute it. So when there was something wrong with our application we were not notified since the tests were muted.
It will be great if we can disable the option to mute tests for certain group of users while still having the access to write / create tests.
