Soft delete checks

Currently, when we delete checks, they’re hard deleted. This is problematic in a few ways:

• If a check managed via the UI gets deleted, there’s no way to restore it. This is an issue in cases of accidental deletion or account vandalism.

• This messes up certain analytics.

Instead, of hard deleting, it would be helpful to soft delete checks instead.
