Supporting Maintenance windows for heartbeats

Heartbeats sometimes required a maintenance window such as checks.
When the heartbeat relay on 3rd party actions (like Github).

In my case the heartbeats gets ping when a specific job runs on Github actions that have maintenance window of there own. when the job will not run, the heartbeat will fail.
